It would be legally possible to mount a pair of horses for the average Highway?
No, I'm seriously doing this. I'm writing a book and there is a horse race and someone told me it would be great to have the race horses for an average road. I wonder if this is possible, much less if its legal. no. not be riding the road. is too dangerous and very very illegal. Hell, they are not allowed to walk, never mind travel. to make road should be closed.
